The FAO Somalia Water and Land Information Management (SWALIM) programme has been successfully operating in Somalia for almost 20 years, serving government institutions, Non-governmental Organizations (NGOs), development agencies, and United Nations bodies engaged in assisting Somali communities whose lives and livelihoods depend directly on water and land resources. |

| Objective / Goal |
The project created an enabling environment for transferring “ownership” of the FAO SWALIM programme to the Government of Somalia, by building the technical institutional capacity of government partners in Puntland and Somaliland. The project stakeholders benefited from regular situation analysis and recommendations for streamlining policy, legal and regulatory frameworks for integrated land and tailor-made water resources management approaches specifically for Puntland and Somaliland. FAO prepared and produced two decrees to explain the mandate of the IMCs; and a team of legal experts, jointly with the SWALIM team, developed several documents to institutionalize them. Two fully operational IMCs were established in Puntland and Somaliland. A capacity-building programme was developed for the two IMCs and two pilot catchments/watersheds in Qardho (Puntland) and Xabale (Somaliland) were selected for integrated watershed management activities. All IMC technical staff were trained and equipped with the necessary tools to engage with communities and stakeholders in the selected catchments in the two states. Following this process, the Integrated Land and Water Resources Management (ILWRM) plans for Puntland and Somaliland were developed and fully implemented.

| Activities |
- Terms of Reference of Inter-ministerial Coordination
Committees (IMCCs), including protocols, functions, roles and
responsibilities, developed and adopted in Puntland and
Somaliland.
- 18 regular coordination meetings held by IMCCs (11 quarterly
meetings in Puntland and seven biannual meetings in Somaliland)
to review progress, problem analysis, resolution, etc.
- Two ILWRM regulatory frameworks completed, and IMC
establishment decree formulated, defining objectives and
functions of IMCs in Puntland and Somaliland.
- 12 staff members of IMCs in Puntland and Somaliland trained, as
per IMC staff capacity-building and engagement plan developed.
Two ILWRM/ integrated watershed management (IWM) pilots
implemented in Qardho (Puntland) and Xabaale (Somaliland)
respectively.
Nine training-of-trainers sessions delivered to IMC and ministries
staff, and IMC staff then trained local government and
communities in IWM watershed management pilots in Puntland
and Somaliland.
- One month-training in Egypt organized for IMC and line ministry
staff, supported by South-South Cooperation (SSC) initiative.

| Impact |
The project interventions contributed to strengthening the resilience
of communities to the negative impacts of increased climate
variability. The water catchment construction and livelihood activities
triggered by increased access to water will provide additional
sources of income and therefore greater climate change resilience. In
addition, the enhanced capacity of communities to collect and supply
data to IMCs will further support communities in making the best use
of new infrastructure and efficient ways of harvesting and saving
water.
